<p><span style="color: #ffffff;">New legislation is forcing gun manufacturing company Beretta to uproot and take their business elsewhere.</span></p>
<p><span style="color: #ffffff;">Established in 1526, Beretta holds the distinction of being the oldest active firearms manufacturer in the world. The U.S. factory is located in Accokeek, Maryland, and has been a staple of the local economy for years.</span></p>
<p><span style="color: #ffffff;">Beretta warned that stricter gun control laws would push the company outside of state lines, but that didn’t stop Maryland legislators. Jeffrey Reh, a spokesman for Beretta who also serves as the President of Stoeger Industries under Beretta, announced that the company would begrudgingly uproot and take its business elsewhere. He said, “We don’t want to do this, we’re not willing to do this, but obviously this legislation has caused us a serious level of concern within our company.”</span></p>
<p><span style="color: #ffffff;">He added that Beretta paid approximately $31 million in taxes, employs 400 people, and had invested $73 million in the business over the past several decades. Despite being such a prominent player in the local economy, Beretta was unable to prevent legislators from passing tighter gun control laws. Ironically, Beretta manufactures some firearms that are now banned in Maryland.</span></p>
<p><span style="color: #ffffff;">Republican state Delegate Anthony J. O’Donnell lamented: “Losing [Beretta] would be a big disappointment. Maryland has a reputation for having a horrible business climate, and this would be one more nail in the coffin.”</span></p>
<p><span style="color: #ffffff;">Legislators had ample warning. Back in the ‘90s, when Maryland beefed up gun control laws, Beretta moved one of its warehouses a short drive away to Virginia.</span></p>
<p><span style="color: #ffffff;">Beretta’s bold move is regrettable but understandable. Reh told reporters, “Why expand in a place where the people who built the gun couldn’t buy it?”</span></p>
<p><span style="color: #ffffff;">All of Beretta’s pleas fell on deaf ears. Even as Reh lamented Beretta’s looming departure and emphasized the company’s centrality in the local economy during the hearing, Maryland legislators grilled Reh on self-defense.</span></p>
<p><span style="color: #ffffff;">One legislator stated: “Other than target shooting, the only other reason [for a semi-automic firearm] would be for self-defense… [Why would you need a] rifle that accommodates 20 rounds semi-automatic for deer hunting? … It’s only very infrequently that someone commits a crime with an assault weapon – why do you need one for self-defense?”</span></p>

<p>Texas lawmakers are weighing a bill that would allow professors and students to carry concealed weapons on college campuses. Before the voting begins, a public meeting on the measure will be announced soon on the legislature&#8217;s <a href="http://www.capitol.state.tx.us/">site, searchable by #sb354</a>.</p>
<p>&#8220;This is about self-defense,&#8221; said San Antonio Republican Sen. Jeff Wentworth, the legislation&#8217;s sponsor. &#8220;It&#8217;s about protecting lives of students who are totally vulnerable and defenseless and able to be picked off by a deranged shooter, as was the case in Virginia.&#8221;</p>
<p>Wentworth is referring to the April 2007 massacre at Virginia Tech when student <a href="http://www.cnn.com/2009/CRIME/08/19/virginia.tech.records/index.html?iref=allsearch">Seung-Hui Cho</a> shot 32 people to death. All except two were killed in classrooms in a single on-campus building. Cho committed suicide as authorities approached. He had purchased the handguns used in the massacre legally. <a href="http://www.cnn.com/SPECIALS/2007/virginiatech.shootings/">(See CNN.com&#8217;s special coverage of the Virginia Tech tragedy.)</a></p>
<p>Virginia Tech is the deadliest school shooting in U.S. history. The second-deadliest happened in 1966 when Charles Whitman killed 16 people and wounded 31 at the University of Texas at Austin. A student and former U.S. Marine, Whitman picked off some of his victims from his perch in a campus tower. Most recently in Texas, a student fired an assault rifle in September at the University of Texas. He killed himself, but no one else was hurt.</p>
<p>&#8220;The Virginia shooter was mentally deranged. The people who would be able to carry weapons on campus, if this passes, would be licensed, and therefore fully trained,&#8221; he said. &#8220;To get a license in Texas, you have to be 21, go through a 10-hour course and pass an exam, and go out on a shooting range with a handgun and pass a test.</p>
<p>One would have to undergo a criminal background check and pay a fee of more than $100, Wentworth said. &#8220;People do not lightly apply for licenses,&#8221; he said. &#8220;We would have responsible, trained people there in the classroom.&#8221;</p>
<p>Opponents of the bill are concerned that more guns would mean more violence. Critics include two Virginia Tech students who barely escaped Cho&#8217;s rampage.</p>
<p>&#8220;I was there that day. It was the craziest day of my life with one person walking around with two guns,&#8221; Colin Goddard told reporters last week when he spoke out against the bill at the Texas Capitol. &#8220;I can&#8217;t even imagine what it would have been like with multiple students and multiple guns.&#8221;</p>
<p>Goddard was shot four times and survived by playing dead. He wrote about <a href="http://www.cnn.com/2011/OPINION/01/03/goddard.college.guns/index.html?iref=allsearch">his opposition to guns on campus for CNN.com in January</a>.</p>
<p>Former Tech student John Woods, whose girlfriend was killed in the shooting, joined Goddard in Texas to say he, too, is against the bill.</p>

<p>IOWA CITY, Iowa – The outcome may have been as certain as a sharpshooter’s aim, but gun-rights activists Tuesday night still set their sights on a gun ban on city of Iowa City-owned property.</p>
<p>Nine people spoke at a City Council meeting, all against the proposal, although only two of them were from Iowa City.</p>
<p>The council then shot down those objections and voted 7-0 to approve a resolution that prohibits firearms and other dangerous weapons from city buildings, grounds, buses, parks and areas designated as a farmers market.</p>
<p>“I think it sends a message that guns do not belong in public buildings,” council member Connie Champion said.</p>
<p>Communities statewide have debated gun bans on public property since a change in state law that took effect Jan. 1 that eases restrictions on the issuance of gun permits and removed a sheriff’s ability to require guns to be concealed.</p>
<p>Washington County and the cities of Marion and Kalona backed away from proposed gun bans in the face of public opposition.</p>
<p>The Iowa City Public Library recently banned guns, and the Johnson County Board of Supervisors is set to do the same at a meeting Thursday.</p>
<p>The meeting remained mostly civil, although after the vote David Telliho of Kalona said some council members had “made yourselves targets tonight.” That prompted council member Ross Wilburn to order him to leave or be removed from council chambers, and Telliho left without further disruption.</p>
<p>The main arguments of the gun-rights activists were that a ban isn’t going to stop someone intent on causing harm, people have a right to carry a gun and local governments cannot pre-empt state law.</p>
<p>“When I leave Cedar Rapids to come to Iowa City to shop, I expect to have the same rights here that I have there,” said David Hughes, who lives on Fourth Avenue Southwest in Cedar Rapids.</p>
<p>Several council members said they had experience with guns and acknowledged the resolution would do little to stop someone from causing harm.</p>
<p>“What we are trying to say, I think, is on public property we expect civil discourse in a way that people don’t necessarily feel threatened,” council member Regenia Bailey said.</p>
<p>Also, the Iowa Attorney General’s Office has said that local governments have the power to prohibit weapons on their properties.</p>
<p>Some of the speakers said they expected a legal challenge to the local measures like Iowa City’s.</p>
<p>Exceptions to the resolution will be granted to sworn peace officers, people with written permission from the police chief and people who hold a professional permit to carry, like state-licensed private investigators and security officers. Unloaded guns that are in a fastened case will be allowed in vehicles in city parking lots and ramps.</p>
<p>Firearms that shoot blanks will be allowed, with permission, in city cemeteries for military funerals.</p>
<p>Council members stressed it affects only city-owned property.</p>
<p>Violators could be charged with trespassing.</p>
<p>One speaker, Scott Clark of Wellman, suggested he would not follow any local bans, saying he would continue to carry his gun where allowed by state law.</p>
<p>“The only thing you are doing is preventing law-abiding citizens from protecting themselves,” he said.</p>
